TOPSAR is an independent company incorporated in the port of Aberdeen, Scotland under company number SC665263 with its activities aiming for the introduction, exchange of professional information on maritime and aviation operations at offshore terminals, and the global implementation of the concept "The Offshore Ports" in a structured management system.
By investing generated income and resources we will be able to complement the existing world-wide governmental life saving efforts with an independent Civil Helicopter Search and Rescue Operations and utilise same resources and equipment to preserve the marine environment during the interim energy transition period from hydrocarbon fuels to the blue energy.
The Offshore Ports
All Offshore Terminal Operations include government and non-government services to offshore installations which are identified and categorised by TOPSAR as Offshore Ports, including oil and gas platforms, Single Buoy Mooring "SBM" or Single Point Mooring. "SPM”, wind power generation farms, Ship to Ship, etc.
The offshore operations include entry and exit from terminals, all forms of loading and unloading cargo e.g. conventional or ship to ship, FPSO, FSRU, passengers and cargo transport operations to oil and gas platforms by helicopters and by vessels, repairs on offshore facilities, construction and repair of underwater units, etc. on either within the borders of continental shelf or the international waters.
Maritime Search and Rescue
TOPSAR addresses and facilitates the relationship between the governments and the non-governmental sectors in providing Offshore Port Management Services.TOPSAR will explain the port and maritime services in relation to what is to be considered as terminals in continental shelf and open seas.
Separately by governance and application of Tariffs on Offshore Terminals, a new revenue is identified that will cover the heavy costs of implementing maritime conventions to the benefit of the Offshore work-force and environment, including the Convention on Maritime Search and Rescue.
